An assistant prosecutor in a corrupt government knowingly convicts and innocent man and has him executed. His ghost haunts the prosecutor.

A politically ambitious assistant minister of justice seeks to advance his station in this relatively authoritarian state through rigorous and rigid application of the law. When he interrogates an elderly man for protesting, the man says he was merely making a purchase for his much younger wife. When she disclaims any knowledge of it, the minister must decide who to believe, and what will best serve his ambition.
